Supports of President Gloria Macapagal Arroyo plan to initiate a constitutional amendment that will affect the presidential elections scheduled for 2010. Under the present constitution, Arroyo is barred from another term in office after her tenure expires in 2010.
Supporters of the amendment, including Arroyo's two congressmen sons, say the amendment will come into effect only later, but it could be rushed through to benefit Arroyo so she can continue in office.
According to opinion polls, Arroyo is the most unpopular president Philipines has had since Ferdinand Marcos, who was ousted in 1986. But her supporters dominate the House of Representatives, though the Senate has a majority of the opposition.
